This passage relates to the theme of betrayal, because Napoleon sends Boxer off to the knackers even after all his hard work. It shows that when Boxer has given his everything for Napoleon and the farm, Napolean still killed him for the benefit of his own good.

This quote has a historical connection because it goes to show that Stalin killed civilians who did not follow his orders. This is alike Napoleon because they both became very brutal as they gained power and betrayed those who worked hard for them.
