Before Alexander II the Serfs were not free, though he freed them most remained poor because of lack of education and jobs. Alexander also introduced local governments called zemstvos, trial by jury, easing censorship and military reform.
Before him Nicholas I did some minor reforms, sent liberals away, banned books from Western Europe and more.
I think Alexander the II was a fairly good leader to Russia and made some changes the prevented revolt. He created zemstvos which was long needed by the Russian people. Overall he was a good leader of Russia.
