Amendment XI
.The Judicial power of the United States shall not be construed to extend to any suit in law or Equity, commenced or prosecuted against one of the United States by Citizens of another State, or by Citizens or Subjects of any Foreign State.

This Amendment deals with each State's sovereign immunity from being sued in federal court by someone of another state or country.

Answer: After the U.S. Supreme Court ruled in 1793 that when Alexander chrisholm could sue and collect debts from the State of Georgia, states-rights advocates in Congress and the states pushed for what became the Eleventh Amendment in 1795.
