The "Just say no" method was created by first Lady Nancy Reagan who was trying to discourage teens drug use, but it continued to occur, and actually spread. It was saying that instead of taking drugs because you are offered them you should just say no to them.
MADD was a grassroots organization that was looking for a more effective solution on underage drinking and drunk driving. Congress then decided that they would cut highway funds to states if they didn't raise the drinking age to 21. All states quickly gave in.
DARE stood for Drug abuse resistance education program. It seemed close to impossible to get people to stop using drugs and so they thought they should educate them with this program. It actually didn't help anything, it may have even made it increase the use.
