ACTUAL TEXT Section 1. No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this article shall not apply to any person holding the office of President when this article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this article becomes operative from holding the office of President or acting as President during the remainder of such term.
This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several states within seven years from the date of its submission to the states by the Congress.
HISTORY George Washington was unwilling to run for a third-term. This showed the Founding Fathers a two-term limit even when no restrictions were held against presidents at that time. Thomas Jefferson also contributed to the two-term limit by suggesting an office without restraints could yield a, "president for life."
THE NEED FOR AN AMENDMENT It finally came to attention what George Washington was trying to say when Franklin D. Roosevelt ran for president and was elected for 4 terms. After the election of his 4th term congress decided to set a term limit on how long a president could remain in office.
PASSING OF THE AMENDMENT The 22nd amendment was passed by Congress on March 21, 1947. It was ratified by the requisite number of states on February 27, 1951.
CHANGING OF AMERICA It changed the governments way of life, not by hurting the American society but future presidents to run, it gave them only two-terms to be president and none more.
SOLVING THE PROBLEM It solved the problem in ways of not having, "a president for life" as Thomas Jefferson stated. It helped set a limit to presidents so they don't get a mind set of almost being as a dictator and having as long as they can to run, this amendment helps set a limit to how long they will be in office.
COURT CASES AND FAMOUS PEOPLE U.S. Term Limits vs. Thornton, 514 US 779 (1995) Arkansas tried to make Congressmen have term limits on how long the can be in the Senate, Senators would be cut to two-terms and House of Representatives to three-terms. The Supreme Court ruled the Arkansas amendment 73 was a conflict. The court held that states cannot apply stricter standards than those specified in the U.S. Constitution. Famous individuals such as George Washington, Thomas Jefferson, FDR were apart of the 22nd amendment. Harry Truman took over FDR's 4th term after he died 100 days into his inauguration.
