GEORGE WASHINGTON
The electoral college selected George anonymously to become president in 1789 along with his Vice President, John Adams. George had said to James Madison that " the first of everything in our situation will serve to establish a precedent." A precedent is an action or decisions that later serves as an example.
First Congress had created departments in the executive branch for different areas of national policy. Washington would meet with the department heads who advised him. For three positions Washington had to choose, he chose Alexander Hamilton, Henry Knox, and Samuel Osgood.
