Iowa Laws for animal abuse or there animal welfare laws are that the animal must have food, water, and a shelter of some sort.

Iowa law : injuring, disfiguring, destoring, or purposely poison another person animal is known as animal abuse.

It is not animal abuse if the person owns the animal, unless the action constitutes animal neglect. Neglect is if they can't or couldn't provide a shelter , food water

problem because there has been a lot of cases on animal abuse in Iowa because our laws and consequences aren't harsh or strongly held.
