Introduction to ARNG Security Manager
The move from JPAS to DISS is necessary for a personnel security program based on Continuous Vetting (CV) over periodic reinvestigations. One of the major flaws of JPAS was the difficulty for other agencies to access the system to verify records. Under CV, systems need to be able to work together and components from the Intelligence Community and other government agencies need to be able to access information.
JPAS is the legacy system of record for recording clearance eligibility determinations and access to classified information, up to and including Top Secret.
The Defense Information System for Security (DISS), is a new system designed to replace the Joint Personnel Adjudication System (JPAS).
DISS will also replace the legacy versions of the CATS Portals for Army, Navy, Air Force, and Washington Headquarters Service.
DISS consists of two main components, the Case Adjudication Tracking System (CATS) and the Joint Verification System (JVS).
DISS was established to support the security clearance and suitability determination requirements of the IRTPA of 2004 and the Homeland Security Presidential Directive 12.
DISS will enable consistent standards throughout the collateral DoD Personnel Security, Suitability, and HSPD-12 mission areas
The Center for Development of Security Excellence (CDSE) provides online training for DISS, CATS, JVS, and other applications within DISS.
The ARNG G2 is also working with the Professional Education Center to develop additional DISS training for the Army National Guard.
