Social Strength:
Each citizen after they got out of school would have to be prepared to lead their city-state.

The government allows more people to have a say in what happens, and prevents revolts in their city-states.

Additional Strength:
The citizens could take their own path in what they wanted to learn. This would have helped the citizens because they would be happy with what they were learning, and not revolt against the government.

Spartans are very focused on preparing for war, and could beat anyone.
