Forms downwind of a mountain crest or isolated peak and takes the shape of a banner or cloud streaming from the mountain peak.
It is located in the troposphere.

Has to have the presence of a lee eddy, which rises air behind the peak above the condensation level.
A reduction in pressure behind the obstacle would also facilitate condensation.

Conditions:
More sunshine, less rainfall, high winds and temperatures cause the cloud to from. It also forms as the air cools when it rises and the water vapor within it condenses.

The cloud looks like a flag or banner on one side of the moutain. It also looks like a fluffy white stream next to the mountain. It reminds me of a flag pole with the cloud being the "banner" or flag.
