When Cain killed Abel, and God asked Cain where his brother was, he answered with "Am I my brother's keeper?" Not only did he murder his own brother, but he lied to God after the fact. In my opinion, the point of the story is to teach us to care for our brothers, and to tell the truth. Lying will only make the punishment worse.

This was God's justice, put in place to stop extreme punishments. It basically means you get to do to a perpetrator what has been done to you, but not anything more than that.
