The purpose is that "Thou art not so unkind as a mans ingratitude." In other words the wind will blow as hard as it can, but will not be as painful as society.

The theme is to be kind and not harsh as the winter wind chooses to be.

The tone is strong but bitter because a mans ingratitude makes them harsh and people don't need to act like that.

The mood leaves the reader thinking about their actions and concerned about society.

PARAPHRASE

Blow, Blow, winter wind
You are not that mean
as a mans attitude and unkindness.
Your teeth aren't as sharp,
because you are not seen,
even though you are guilty

LITERARY DEVICES

Assonance

Thy tooth is not so keen,
because thou art not seen

-keen and seen rhyme at the end

Hyperbole

Thou art not so unkind,
as man's ingratitude

-this is an exaggeration of all man's ingratitude

Personification

Thy tooth is not so keen

-the wind doesn't actually have a tooth and is given human or animal like characteristics

Metaphor

Thou art not so unkind as a mans ingratitude

-this is comparing the wind to man
