CONGRESSIONAL REPRESENTATION

  • Congress trying to decide how to represent the states
  • Virginia Plan wanted rep. by population; unfair to smaller states
  • New Jersey Plan wanted fixed rep. -2 reps per state-; unfair to larger states
  • Congress eventually decided to allow for both plans, creating bicameral congress
  • Known as The Great Compromise

SLAVES & CONGRESSIONAL REPRESENTAITON

  • Slaves accounted for 30% of Southern population
  • South wanted all slaves counted because it meant more power in congress
  • North did not because it allowed more power in congress for South
  • Resolved by making slaves count 3/5 slaves=1 person in congress
  • Called the 3/5 Compromise

CONSTITUTIONAL RATIFICATION

  • Federalists wanted strong central government
  • Anti-Federalists wanted strong local government
  • Improved legislative branch, added executive and judicial branches
  • Many smaller states ratified immediately, 9/13 ratified by 1788
  • Bill of Rights added to Constitution, which secured total ratification
