Catching Fire is based after the 74th Hunger Games, and by the time of the 75th. Katniss's act of defiance of eating poison berries with Peeta so there was no winner, President Snow, leader of Panem, makes life much harder in Katniss and Peeta's home, District 12.

Snow comes to 12 and tells Katniss to prove she is in love with Peeta, because the districts don't believe they're in love. So on a a Victory Tour around the districts, Katniss tries to prove herself. She fails to convince Snow and the districts. And with failure, comes consequences...
