Committee of homeland security and government affairs

The Border and Maritime Security Subcommittee is responsible for oversight of all relevant aspects of visa, border, port and maritime security, including Customs Trade Partnership Against Terrorism, Container Security Initiative, the Transportation Worker Identification Credential program, the Visa Waiver Program, and Biometric Entry-Exit, among others. It has oversight jurisdiction over 51% of the DHS budget, as well as four of its seven operational components including U.S. Customs and Border Protection, Immigration and Customs Enforcement, the U.S. Coast Guard and U.S. Citizenship and Immigration Services

SUBCOMMITTEES

BORDER AND MARITIME SECURITY SUBCOMMITTEE

  • The Border and Maritime Security Subcommittee is responsible for oversight of all relevant aspects of visa, border, port and maritime security, including Customs Trade Partnership Against Terrorism, Container Security Initiative, the Transportation Worker Identification Credential program, the Visa Waiver Program, and Biometric Entry-Exit, among others. It has oversight jurisdiction over 51% of the DHS budget, as well as four of its seven operational components including U.S. Customs and Border Protection, Immigration and Customs Enforcement, the U.S. Coast Guard and U.S. Citizenship and Immigration Services
  • Chairman Candice Miller has served on the Homeland Security Committee since March of 2008. She is currently serving as Vice Chair of the full Homeland Security Committee and continues to serve as Chairman of the Border and Maritime Security Subcommittee, a position she has held since January of 2011.

COUNTERTERRORISM AND INTELLIGENCE SUBCOMMITTEE

  • The Counterterrorism and Intelligence Subcommittee focuses on the capabilities and efforts of the Federal government, particularly the Department of Homeland Security, to identify and deter threats to the Homeland through the collection and sharing of counterterrorism and homeland security information across Federal, State, and local law enforcement.
  • Representative Peter King has served as Subcommittee Chairman since the 113th Congress. Led by his commitment to national and homeland security, Representative King conducts rigorous oversight over Federal efforts to secure the homeland, address emerging threats, and examine information sharing across the government. He also served as Chairman of the Homeland Security Committee in 2005-2006 and again in 2011-2012.

CYBERSECURITY, INFRASTRUCTURE PROTECTION, AND SECURITY TECHNOLOGIES SUBCOMMITTEE

  • The Cybersecurity, Infrastructure Protection and Security Technologies Subcommittee will legislate and oversee programs and issue areas of the U.S. Department of Homeland Security’s (DHS) mission in cybersecurity, infrastructure protection, and promoting security technologies. It will work to enhance greater collaboration on cybersecurity across the 16 critical infrastructure sectors and the sharing of cyber threat information between the private sector and federal, state, and local partners. Lastly, the Subcommittee will seek to increase DHS' ability to protect federal networks, improve the protection of our Nation’s critical assets, and ensure the development of critical technology solutions for emerging threats.
  • Representative John Ratcliffe is currently serving his first term as the subcommittee chairman on Cybersecurity, Infrastructure Protection and Security Technologies and is grateful to represent the 4th Congressional District of Texas. He believes the strength of our country comes from the liberty and ingenuity of the American people, not the overreach of the federal government. He is committed to providing solutions that improve and defend U.S Government networks from continuously evolving cyber-threats.

EMERGENCY PREPAREDNESS, RESPONSE, AND COMMUNICATIONS SUBCOMMITTEE

  • The Emergency Preparedness, Response, and Communications Subcommittee oversees the Department of Homeland Security’s mission to enhance and sustain our National capabilities to prepare for, protect against, respond to, recover from, and mitigate terrorist attacks and other emergencies and ensure the Nation’s emergency response providers have the vital resources and training needed to accomplish this mission. The Subcommittee oversees the homeland security grant programs administered by the Federal Emergency Management Agency to ensure these vital funds are distributed to those areas at greatest risk of attack and that these funds are efficiently administered to maximize their benefit. Additionally, the Subcommittee works to address the threat of terrorist attacks using chemical and biological weapons through oversight of the Department of Homeland Security’s Office of Health Affairs to ensure that the intelligence, detection, medical countermeasures, medical surge capacity, and other key measures are in place to effectively prevent and prepare for a potential attack. Lastly, because of continuous challenges with communications during past disasters, the Subcommittee will continue to promote emergency interoperable communications for our federal, State, local, and tribal emergency response providers.
  • With 26 years of experience in the U.S. Air Force, leading national security and counterterrorism missions, Representative Martha McSally brings a fresh approach to ensuring our homeland is sufficiently prepared for terrorist attacks and other emergencies. Since January 2015, she has sought to ensure our emergency response providers have the critical support they need to get the job done. In a time where new threats are emerging, Representative McSally is an advocate for efficient and effective emergency management.

OVERSIGHT AND MANAGEMENT EFFICIENCY SUBCOMMITTEE

  • Subcommittee focuses on probing homeland security programs and operations to promote efficiency and save taxpayer dollars. The Subcommittee rigorously monitors the management of the Department of Homeland Security, such as acquisition management, human capital issues, employee integrity, information technology issues, and financial systems.
  • Representative Scott Perry was named Chairman of the Oversight and Management Efficiency Subcommittee in the 114th Congress. He brings a wealth of experience to the job, having owned a small business, deployed to Iraq as a combat aviator, and served in the Pennsylvania Legislature. Under his leadership, the Subcommittee's top priority is security and fiscal accountability to the American people.

TRANSPORTATION SECURITY SUBCOMMITTEE

  • The Transportation Security Subcommittee has sole jurisdiction over all Transportation Security Administration (TSA) security matters, including the security of passengers and cargo within the U.S. aviation system and TSA’s work to secure various modes of surface transportation such as mass transit systems, railroads, trucks, and pipelines.
  • Representative John Katko was elected to represent the 24th Congressional District in the U.S. House of Representatives in November 2014 and has served as chairman of the Subcommittee on Transportation Security since January 2015. Prior to being elected to public office, Representative Katko worked for twenty years as an Assistant U.S. Attorney for the U.S. Department of Justice.
