"Everyone is equal and has the right to equal protection and equal benefit of the "law without discrimination, especially discrimination based on race, national or ethic origin, color, religion, sex, age, or mental or physical disability. This right does not preclude laws designed to ameliorate disadvantageous conditions that exist because of these factors."
So using the wording of this paragraph you could say that the goverment would have to allow them rights.
"If, at the same time, robots develop some level of self-awareness or consciousness, it is only right that we should grant them some rights, even if those rights are difficult to define at this time. Just as we treat animals in a humane way, so we should also treat robots with respect and dignity."
"Everyone has the right to life, liberty, and security. No one can be deprived of these rights except in accordance with the principles of fundamental justice."-
"Robots, unlike humans and other sentient entities, do not deserve rights unless we can make them indistinguishable from us. Not just in terms of appearance, but also in terms of how they see the world as social creatures, feel, respond, remember, learn, and think."
