Since the 1999 the UK system has become more decentralised as it is transferring more power to the other countries in the UK so Scotland, Wales, Northern Ireland.
The devolution of power did not go down well with the population because a vote in the North East of England showed that 78% of voters rejected the idea, leading to plans being dropped.

Reasons against: would cost a lot of money to build new Parliaments and assemblies and pay for extra politicians. Take a lot of time to carry out and implement all the ideas coming from the new Parliaments .
Devolution is a unstable system. Parliaments like the Scotland and Welsh want more devolution as that would lead to more power for them because they are unhappy with the amount of power they have which is only administrative. Parliament in Westminster is seen to be very English heavy.
The Scottish feeling about the lack of devolution in England was that Westminster was pushing Scotland out of Parliament on voting and legislative matters.
EVEL ( English votes for English Laws ) was first used in 2015 because it eliminated Scottish MP’s votes on English Laws. This was also seen as the English driving Scotland out of Parliament in Westminster, however English MP’s cannot vote on Scottish laws.
