EARLY 1922
- Ukraine, Azerbaijan and Georgia tried to set up their own, nationalist governments..
- In Ukraine, the Bolsheviks allied themselves with a Ukrainian socialist party called the Borotbists
- After they took over the Ukrainian government they advanced further.
- A huge Bolshevik army advanced on and conquered Azerbaijan, Armenia and Georgia.

IN MOSCOW ON 23-27 DECEMBER 1922, THE TENTH ALL-RUSSIAN CONGRESS OF SOVIETS TOOK PLACE.
UNION TREATY FORMALLY JOINS RUSSIA, UKRAINE, BELARUS, GEORGIA, ARMENIA AND AZERBAIJAN.

STRUCTURE OF GOVERNMENT
- The Soviet government was elected by the Congress of Soviets - elected by local Soviets.
- Two parts of gov - the Central Executive Committee: 101 members, which ran the administration.
- The Council of People's Commissars - legislative.
- The government gradually became occupied by the Communist Party.
- They had to pass whatever laws the Communists created.
