Where is it Found?

It is found in Article 1 Section 8,9, and 10.
Section 8 is Powers Granted to Congress.
Section 9 is Powers Denied Congress. Section 10 is Powers Denied States.
Federalism is a shared government. Both federal and state governments have powers but they both have limitations. They're listed in the Articles.

How do we see it implied?

They both share some powers. One example is taxation. California has their own taxes and the federal government taxes people who work. Another example example is punishing crimes. If you commit a murder in Texas, you will face Texas punishments. But if you take the body to Iowa then you face federal punishments.

Do we still need it?

Yes, because each state is different whether it's about population or climate. This is why each state needs different laws. Each state has different needs.
