The right of people to express their opinions
publicly without governmental interference,
subject to the laws against libel, incitement
to violence or rebellion, etc.

It means that someone is entitled to say whatever he or she wants.
He or she can express his or her opinion freely.
However, there are restrictions.

Publicly saying you dislike the President
The right to have a religious speech
A student saying he or she doesn't like the teacher

False advertising
Yelling "Fire!" When there is no fire
Calling school with a fake bomb threat
