MIKHAIL GORBACHEV

  • Born 1931.
  • Majored in law at Moscow State University
  • He quickly grew up as a political leader.
  • At the age of 49, he became a Polituburo full member.
  • A different man; he knew that he had to adjust the old regime to the new times.

A PROFOUND REFORM.

  • Gorbachev wanted to re think the USSRs political foundations
  • He sought for a democratic change at all levels.
  • He argued that socialism without a democracy is not real socialism.

PERESTROIKA

  • A mixed economy.
  • Prices were determined by the market.
  • Factories and mines would be able to decide what to produce.
  • A small private property was introduced.
  • State banks were created.

  • Openness
  • Only by recognizing the mistakes of the past, the UUSR can move forward
  • Gorbachev opened the door for a real political opposition.
  • Two points of critique: 1) An imperialist attitude 2) The lack of democracy.
  • The whole idea of the USSR as a political entity was heavily criticized.

FOREIGN POLICY

  • The USSR retreated to its own boundaries
  • No military actions would be taken against the Eastern Bloc
  • Gorbachev recognized each country's right to achieve socialism
  • US relationship improved considerably.
  • START, 1991, made the USSR reduce their nuclear arsenal.
