Categorical Grant

  • Main source of federal aid to states
  • Used for a specific purpose; often require states to match funding
  • Head Start; Medicaid, Food Stamp Program
  • FEMA’s Flood Mitigation Assistance Grants

Block Grant

  • Sometimes referred to as special revenue sharing
  • Broad funding to support an agency or system
  • Funding to state through Homeland Security programs
  • Less restrictive
  • Other examples - Low Income Home Energy Assistance; Maternal Health

Revenue Sharing

  • requires no matching funds
  • can be spent on almost any government program or government action

Project Grants

  • Awarded by the federal government usually to fund research projects
