• The martial emperor created an imperial university modeled on confucianism.
• Foreign policy: imperial expansion. China went to war to expand their empire.
• Foreign policy: trade in silk and paper.

LAND AND REFORM

• Small land owners faced high taxes, poor harvests, and high debt which caused them to sell their land.
• Wang Mang put limits on the amount of land one could own and redistributed it to landless people.
