LAND AND REFORM

• Problems faced by small landowners in China were that individual
• economic problems caused families to sell their land, have their land
• taken over by rich landowners, or be sold into slavery.
• The reforms put in place by Wang Mang were splitting up large land
• areas and limiting them to give landless families a chance to cultivate.
