Why is there a need for hermeneutics?

"So Philip ran to him and heard him reading Isaiah the prophet and asked, “Do you understand what you are reading?”...Then Philip opened his mouth, and beginning with this Scripture he told him the good news about Jesus."

"And Ezra opened the book in the sight of all the people... the Levites, helped the people to understand the Law, while the people remained in their places. They read from the book, from the Law of God, clearly, and they gave the sense, so that the people understood the reading."

Study the Bible according to its literal, historical, grammatical meaning.

"Now I would remind you, brothers, of the gospel I preached to you, which you received, in which you stand, and by which you are being saved, if you hold fast to the word I preached to you—unless you believed in vain. For I delivered to you as of first importance what I also received: that Christ died for our sins in accordance with the Scriptures, that he was buried, that he was raised on the third day in accordance with the Scriptures."
