When it comes to the civil rights issue of the homeless in the United States, the government needs to intervene more to decrease homelessness , because of the percentage of homeless people, meaningless laws, and crowded streets.

7.4 MILLION HOMELESS (LIVING WITH OTHERS)

  • Increased 9.4% from 2010-2011
  • 1.1 million children with no homes
  • Children who are homeless but live with others are not eligible for assistance from the federal homeless programs

3.5 MILLION HOMELESS ANNUALLY

CITIES BAN THE HOMELESS

  • Overtime more and more cities are making it illegal to be homeless.
  • No sleeping, eating,sitting or begging in public places.

THE 2006 SAFER CITY INITIATIVE

  • By deJure LA spent 6 million on 50 new officers
  • 5.7 million for emergency housing
  • Placed ordinances that prohibited sitting laying and sleeping on side walks ( 6am-9pm)
  • Sweeps( at 6:01 am) to eliminate bums
  • African American women,Annie was arrested 100+ times for violations due to racial profiling
  • Only 3 guns confiscated the first year and over 1000 citations per month (69% more than the average )

2008 IN La

  • In a 50 square block radius there are we're about 4,500 homeless people. (69% African American)
  • Studies show a decrease since then

  • The Human Rights Committee states "Criminalization of homelessness has been condemned as cruel, inhuman, and degrading treatment and as racially discriminatory."
