Ten Per Cent Plan One of Lincoln's contributions was the Ten Per Cent Plan. This plan allowed re-admittance back into the Union if ten percent of the voters, in the election of 1860, swore loyalty to the United States. This plan was used by Andrew Johnson, but was one of Lincoln's plans. This plan was rejected by the Radical Republicans, but the president vetoed their rejection. This plan was in effect for a few years.
