Lack of communication within and between public departments was to blame


Severe lack of communication between administrative entities
Along with communication gaps, at the time, there was very little “tracking” of abusers such as Cartier. They were rarely held accountable for ALL of their actions.
Failure of restraining order to have any real protective power.
Mental illness not tracked in the penal system.

According to Weber's bureaucratic approach, organizations have various structures in which they operate, and as this case goes to show sometimes those organizations have a breakdown in communication due to separate chains of command. In the case of Kristin, this breakdown had life-long implications for her and her family.

The justice system failed to uphold any accountability in the matter and there was certainly a lack of timeliness within the different departments’ and the way in which they responded. i.e (judicial, police, parole etc.).

Improve Commuinication

Between Public Agencies
Increase the various levels of communication within the criminal justice system so that different agencies are still able to effectively plan and coordinate different key decisions. Allow involvement from nonprofit organizations, state mental health facilities, and the criminal justice system so that each department has a clear outline of how to act and operate accordingly.

Strengthen laws

Violence Agansit Women Act
From the Epilogue, in 1994 Congress passed a much needed series of laws known as “Violence Against Women Act (VAWA)” which make certain abusive behaviors a crime and therefore punishable in court.

Have separate task forces who strategize in identifying repeat offenders so that their data and information is both relevant and accurate. i.e. more dangerous criminals have different threat levels.

FBI vision

Can see abuser's record in all states
The FBI now has a nationwide system that allows judges to see an abuser’s record from ALL states at one time.

Allow all the organizations involved the ability to work both interstate and intrastate so that the most qualified individuals are tracking the case.

Take action

Don't put off for tomorrow what should be done today
Take action when action is required. Cartier’s troubles were evident even as a youth, yet he somehow was able to play this card to his advantage and his ‘sob story’ tricked staff into thinking he was being rehabilitated. As a child Cartier would take his stepsisters bottle away from her, light matches behind a gas stove, and even went far as to rip his pet rabbit legs out of the socket. His mother then sent him to a state-run facility for troubled youth.
