Cut out two cardboard circles then make a hole in both circles

Cut out a cardboard strip pretty long and make 9 slits in it

Next,cut out 9 smaller strips

Take 2 pencils and tape them in a right angle

Then,wrap the edge of the strip with slits around 1 of the circles edges 

Now,put a circle on top of the edge of the strip and tape in place

Now,slide the smaller strips into the slits on the bigger strip and tape

Slide one of the pencils arranged in a right angle through both of the hole

Now tape the other pencil on the other side of the circles
