• The Weather Channel upgraded to a hurricane warning.

Florida

• The locals predicted tides up to 14 feet above normal.
• The National Hurricane Center later noted the storm surge up to 10 feet.
• Lee County officials recommended an evacuation.
• U.S. Coast Guard vessels on or near the Florida coastline.

I think the Federalism was hindering, because I don't think that they knew exactly how bad Hurricane Andrew was going to do.
