Impersonal Verb
Impersonal Verbs are verbs that do not have a subject.
A group of verbs which exist only in the third person singular
and in various tenses. Also, it exists in the infinitive
Usually translated as, "it is ______"
This is also commonly used in weather forecasting.

Neccese est- It is necessary.
Licet, Licere, Licuit- It is allowed
Placeo, Placere, Placui- to please
Decet, Decere, Decuit- It is becoming, fitting
Oportet, Oportere, oportuit-It is fitting, ought
