Chapter 2

Booker T. Washington

  • Hampton Institute's most famous graduate
  • Founded Tuskegee Institute
  • Believed there were essential qualities an educated person should possess
Based Tuskegee Institute on principles he learned at Hampton Institute.
He defined essential qualities as:
1. Cognitive and Problem-Solving Skills
2. Self-Discipline
3. Moral Standards
4. Sense of Service

David Snedden

  • Teacher's College, Columbia University
  • Advocated for vocational education in public schools
  • Argued for self efficacy
  • All students need to prepare for useful employment
  • Principle- Influence- Belief
Principle: Schools should prepare individuals for occupations at which they excelled.
Influence: Snedden greatly influenced his student Charles Prosser.
Belief: Believed that all students should benefit from some form of remuneration.

Charles Prosser

  • Lawyer
  • Appointed by Snedden as an associate commissioner of Ed for MA
  • Later, served as executive director for NSPIE
  • Advocate for integrating CTE into the general curriculum
  • Principle-Emphasis- Theorems- Dual Educational System
Principle: Successful Vocational Education required combining two elements.
Emphasis: Practical Experience and Financial Incentives
16 Theorems were instrumental in the formation of Vocational Education
Dual Education System

2. Vocational

John Dewey

  • Philosopher 
  • Experimental Elentary school at the UNiversity of Chicago
  • Saw CTE as a means of liberalizing education
  • Traditional liberal education did not provide necessary skills/attitudes
  • Principle- Research 

Dennis Mobley

  • Served as the Executive Secretary of ACTE for 15 years
  • Held the concept that Vocational Education should be for all people
  • America's greatest asset: its people.

Mobley's Philosophy of CTE

  •  Vocational education must be part of the total education program
  • Vocational education must be available to all people
  • Vocational education must be everyone’s concern
  • Professionalization of vocational education must continue list item here
  • Youth groups must be considered part of the total vocational educational program.

  • Among these were debates between: 
  • Booker T. Washington and W.E.B Du Bois
  • Dewey and Prosser

  • Washington encouraged "peaceful coexistence"
  • Believed industrial ed would help blacks be integrated
  • Dubois wanted blacks to press for civil rights
  • Thought Washingon's program practically accepted alleged SOL for blacks

  • Argument centered around educational philosophies
  • Dewey: critical democratic approach
  • Foster the growth of democratically minded citizens
  • Prosser: work values and attitudes
  • Development of human capital for industrial economy
