When someone is given power by an institution, they can institutionally oppress another person

In order to have institutional power, power must be given to a person by an actual institution with an actual address

Examples of institutions includes governments, police forces, doctors, lawyers, politicians, teachers, employers, bankers, pastors, etc.

A police officier is given institutional power by the city, county, or federal government

A police officier can institutionally oppress another person

A person just taking the bus to work can harbor interpersonal prejudice against another passenger, but they cannot institutional oppress that passenger

Consider these situations:
1) A classmate tells an ethnically insulting joke to another classmate
2) A pastor tells an ethnically insulting joke to his congregation
Which is institutional oppression?

When asking yourself whether a situation is interpersonal prejudice or institutional oppression, look for the institutional power
