JFK is trying to warn the US citizens of a possible threat of a missile attack from Cuba organized by the USSR

Background info
The time period is the 1960s specifically 1962. In the US and the USSR are at war but more of a more political war. The Russians are staring to ship ballistic missiles and planes that can carry nuclear weapons to Cuba which is in range of the US.
