In 1932 Reinhold Niebuhr said “It is hopeless for a Negro to expect complete emancipation from the menial social and economic position into which the white man has forced him, by merely trusting the moral since of the white race. However large the number of individual white men who do and who will identify themselves with the Negro cause, the white race in America will not admit the Negro equal rights if not forced to do to.
Emancipation Proclamation, as a legal matter, freed no slaves, and the War allegedly to free blacks was the outcome of the difficult decision Abraham Lincoln had to make to “Save the Union.”
