Sending spammy links to a site comes in many forms: it could include linking to a site with bad/inaccurate anchor texts, buying links in the competitor's name, leaving spammy comments in the blog, etc.
After engaging in these activities, negative SEO "professionals" can use this as proof in their claim that the competitor is using black hat techniques.
Spamming review sites often involve creating dummy profiles that are focused on destroying a company's online reputation.
Other negative SEO tactics include hacking the competitor website, removing its best backlinks (sometimes by applying negative SEO to those "good" sites, but mostly by posing as the competitor and requesting the removal of the link), spreading low quality content in the competitor's name.
