Summary
The Open Door Policy was created in 1899 by U.S. Secretary of State John Hay. It opened up equal trade with China to all nations. The United States was worried that China would exclude them from trade. He issued a second open door note because he feared other powers would use the Boxer Rebellion as an excuse to seize more Chinese territory. He also said that China should remain one country and not be broken up into separate pieces. This all happened because at first, America was not part of the activity.
