What is public policy?

A broad statement of what the government does. Each political party presents a platform of its ideas at election time, and these ideas often form the basis for public policy if the party forms a government.

Governments don't have to follow their platform

maybe an election sham??

For the purposes of our activity

every 'political party' must create a platform if it's ideas

Royal Commission

another type of public consultation results in change to public policy 

Royal Commission: A government-appointed group of citizens responsible for investigating in detail and making recommendations about an issue of national or provincial concern.

Sometimes new public policy arises

In response to different problems, like a natural disaster

Civil Service

Who carries out the work of government in Ontario?

Number of people is so big because of

number of provincial and federal govt. departments

Cabinet ministers need experts

to run departments (Economist, Dietitians, etc.)

Ministries and Public Policy

Prime Minister and Cabinet

Responsible for setting government policy

Departments include

Finance, Transportation, Agriculture, Health, so on

Ministers compete for funds

for their own departments - we have finite resources

Most powerful/influential ministers

have biggest effect on public policy

Governments want to be re-elected

So they usually pass nice laws RIGHT before the election...

Popular spending before election too

education, health care...

More likely to introduce less popular laws

early/middle of term... Let's see if Raffi comments before he reads this

Party is hoping people have short memories

remember good things, forget bad things
