Key findings There were 1,387,615 reports of identity theft in 2020. Government documents or benefits fraud was the most common type of identity theft in 2020 after an increase of 1,663% from 2019. Those aged 30 to 39 reported the most cases of identity theft. Kansas, Rhode Island, and Illinois were the top three states for identity theft per capita. Credit card fraud rose by 44.7% over 2019 levels to 393,207 reports. There were 1,108 data breaches in 2020, the lowest total since 2016. The number of people affected by data breaches has decreased significantly, from over 2.5 billion in 2016 to just over 300 million in 2020.
