• When Lenin's power was secure he wanted to rebuild Russia after WW1 & the civil war

Communists set up the supreme soviet giving all citizens over 18 the right to vote.

• This new government was called the USSR or the Soviet Union.

• Theory: all members shared equal rights
• Reality: the communist party reigned and they used the army and secret police

Lenin's policy brought the economy way down so he created a new one called the "New Economic Policy" or NEP

NEP

• Small business were allowed private profit.
• Peasants had small plots of land & sold their surplus crops

This helped the economy recover and production went back to its prewar levels.
