One of the seminal moments in the open government data movement was the meeting in Sebastopol, CA in 2007. This meeting established a set of principles for open data. While different versions have emerged in subsequent years, this set is a strong description of what is required to make open government data work.

PS: If you are wondering what this picture is about, it goes like this:
- Sebastopol
- Crimea
- Crimean War
- Charge of the Light Brigade
- 'Cannons to the left of them ...'
