The House seems to be beating the fire using water and green foam (fire retardant), but the fire continues to burn and destroys the house. What happens that allows the fire to continue to burn?

The fire continues to burn because on page 172, it's says "The quenching rain ceased, The reserve water supply... Was gone." In addition, on page 173 it said "The fire was clever, it sent fire out the house & up the attic... an explosion... the attic brain shattered into bronze."
