Every Student Succeeds Act (ESSA)

• Replaces NCLB! 1st piece of federal legislation in 50+ years provides justification for funding library programs.
• 8K public schools in the U.S. do not have a school library.
• Of schools with school libraries: nearly 17,000 schools do not have a full or part-time state-certified librarian on staff.

LMS: Specialized instructional support

• LMS listed as specialized instructional support personnel
• Gives lead agencies leniency to spend $ for school library programs.
• Importance of school libraries finally being recognized in the educational arena.
• Bill passage = chance for staffing each school with a certified LMS.
• ESSA turns control over educational funding back to the states (not necessarily a good thing in KS right now...).
