Starting in 2013, the accountability system provides a comprehensive evaluation of the district. Index 1- Student Achievement Index 2- Student Progress Index 3- Closing Performance Gaps Index 4- Post secondary Readiness
Index 1 Student Achievement This index provides for an overview of student performance based on satisfactory student achievement across all subjects for all students. Basically, it just evaluates each student who met the performance standard. Index scores range from 0-100 for all campuses and districts.
Index 2 Student Progress This index focuses on actual student growth independent of overall achievement for each race/ethnicity student group, students with disabilities, and English Language Learners. The index is by subject area: Reading, Writing, and Mathematics (for available grades). Points are based on weighted performance. One point for each percentage of tests that met progress level and two for each that exceeded the progress level.
Index 3 Closing Performance Gaps This index emphasizes advanced academic achievement of economically disadvantaged students and the two lowest performing race/ethnicity student groups. In 2013 these points were based on STAAR performance. One point was given for each percent of tests that were the satisfactory performance standard. It is by subject area; reading, mathematics, writing, science, and social studies. One group will be economically disadvantaged and then, the two others will be the lowest performance race/ethnicity student groups on the campus or within the district based on 2012 assessment results.
Index 4 Post secondary Readiness This index emphasized the importance of earning a high school diploma and the role of the elementary and middle schools in preparing students for high school.
In 2013, this index consisted of Graduation Score, combined performance across the graduation and dropout rates for 1.) Grades 9-12 four year graduation rates for all students and all student groups or 2.) Grade 9-12 five year graduation rate for all students and student groups, which ever contributes the higher number of points to the index. Also, RHSP/DAP Graduates; All students and race/ethnicity groups. Basically the students who met the states requirements of the recommended High School Program or Distinguished Achievement Program divided by the number of graduates.
Change for 2014!! Lets take a look! In groups of four take a look at the highlighted sections in your handout. Take note and discuss the changes you are seeing for 2014 in each index.
How can we do better next year? Let's take a look at the second page of the report card under the section (STAAR Percent at Phase-in 1 Level II or Above (Sum of All Grades Test)) With your group take a look at the individual subject areas performance rates. Somebody tell me if you notice anything we need to focus on for next year's improvement.
Now lets go back to the first page of our report card and take a look at Index 2! 41. Our Target score was 30. We met the standard, but comparative to the other indexes we need to work on this one the most!
This index is evaluating each subject and sub pop group based on 1 point for meeting the expectation and two points for exceeding the expectation. First let's see which groups and subjects we need to improve on meeting the expectations. Take a look with your same group.
I am going to put you into three teams and assign each team one of the three previously mentioned areas of growth. First I want your group to talk about any ways that the changes to 2014 accountability could affect these items if they will and then, we are going to take about 20 minutes to come up with interventions, resources, and support mechanisms for these areas. Once we are finished we will add all of the recommendations to a chart at the front and take any other suggestions from other teams.
