• Controls carried by MoA agengy
• Technical (field, warehouse, processing facilities) and administrative controls
• Sanctions: reduction (even complete) of subsidies for the growers; withdrawal of recognition for processors/purchasers
• Not profitable to grow without subsidies

since crop 2015

• No EU subsidies to tobacco
• Interbranch Organization (growers and processors/merchants) established under EU reg. 1308/'13 art. 157, 158, 162
• IBO recognized by MoA/EU drafted Interprofessional Agreement 2015-2017 with rules and standard contract
• MoA extended erga omnes IBO rules and financial contribution
• Controls operated by MoA Agency but paid by IBO members and other operators; sanctions imposed by law

The IBO made possible to restore in Italy the same rules/controls/sanctions system as it was when EU subsidies were provided
