in the speech from the throne

In the Speech from the Throne, the government communicates its plants to Parliament and the public. Followed by a debate which lasts for a few days to see if it's going to pass.

when there's a minority government

When the government doesn't have the clear majority of votes, they have to negotiate to gain support of the opposition... Not easy

rarely happens - everyone votes however they want (rather than party)
