Fetal Alcohol Spectrum Disorders (FASD)
is the "umbrella" term used to label the range of disabilities due to prenatal exposure to alcohol

a condition in a child that results from alcohol exposure during the mother's pregnancy

Why wasn't FAS mentioned in IDEA regulations?
"…because these conditions are commonly understood to be health impairments…The list of acute or chronic health conditions in the definition of other health impairment is not exhaustive, but rather provides examples of problems that children have that could make them eligible for special education and related services under the category of other health impairment." (71 Fed. Reg. at 46550)

Facts about FAS/FASD

• Leading PREVENTABLE cause of mental disabilites
• More common than Austism
• Not genetic or hereditary
• Not much data on prevalence of FASD- CDC working on research
• Biological father has no affect on if the child has FAS or FASD only mother

FAS is the medical diagnosis Q86.0 in the International Classification of Dieases (ICD-10)

• Knowledge of mother consuming alcohol while pregnant
• Developmental delays
• FAS/FASD facial and physical abnormalities present
• Cognitive problems
• Health issues
