  • 4 power to decide how to become a citizen
  • 5 decide the value of money

SECTION 9 POWERS DENIED TO CONGRESS

  • Allowed continued importation of slaves untill 1808
  • 2 court order to direct a sheriff warden or any public officer
  • 3 no law can be directed to single person or group
  • 4 no tax can be laid differently in states unless its responding to census
  • 5 no tax or duty can be laid on articles or exported from any state

SECTION 10 POWERS DENIED TO STATES

  • 1state cant seperately make treaties or coin money
  • 2 only congress,not state, can tax imports
  • 3 no state can keep a standing arm or navy
  • But can privide for and maintain a malitia
