Legalism was an accomplished way of statecraft invented by Shang Yang, chief minister of Qin. Shang Yang was despised and feared because of his power and ruthlessness. Legalism had no concern with ethics or morality and also no concern with the principles of governing nature. Instead, legalism devoted all attention to the state. The Legalist Doctrine was a set of beliefs that was held and taught through out the dynasty.
