• War became total (fought between entire societies)
• total victory was the only acceptable outcome
• the outcome of the war hinged on how effectively each nation:
• mobilized its economy
• activated its noncombatant citizens to support the war effort

GOV'T CHANGE

• subordinated private enterprises to gov control
• imposed severe discipline on the labor process
• abandoned laissez-faire capitalist market economy
• instituted tight controls over economic life

WOMEN

• women filled the workforce as men marched off to war
• worked in munitions factories
• exposed themselves to explosions and TNT poisoning
• Voting rights extended to women after the war (Britain, Germany, Austria)

MAINTAINING HOME FRONT SPIRIT

• restricted civil liberties
• censored bad news
• vilified the enemy through propaganda campaigns
